It is the unit containing the viscous fluid (oil) in which the piston connected to the weighing mechanism moves: the fluid's resistance dampens the oscillations of the balance beam, allowing the pointer to settle on the correct weight more quickly.
It should be replaced when the weight indicator oscillates for a long time before settling, when the cup leaks the damping fluid, or when the piston becomes stuck or stiff to move, compromising the accuracy and reading speed of the scale.
